Luton Council is responsible for over 18,500 street lights within the borough, alongside this Luton currently employs a centrally managed system (CMS) across approx. 16,000 lighting units with the majority on HID lanterns and its 3,600 LED lanterns. The current system employed by Luton in Harvard leaf-nut system need to be replaced. In 2019/20 Luton will commence a program to replace the HID lantern stock within the borough converting lanterns to LED, starting initially with about 12,400 units over 2 financial years with completion due at the end of 2020/21. There is also intention to replace the current Harvard CMS controlling 3,600 LED lanterns. The remaining 2,500 street lights are part of Luton's lamp column replacement program and will be brought on to CMS in due course. This tender is to deploy a new centrally managed system for the borough that can rolled out alongside the HID replacement. Luton is seeking a multifunctional CMS that is capability of; •Dynamic control of street light on/off times •Dimming of street lighting •Fault reporting •Act as the backbone of other control and monitoring system like environment monitoring, gullies, parking etc.
