Residential Placements Partner

Torbay Council does not currently have any in-house residential provision, as a result we purchases all of our residential placements from third parties. In the financial year 2018/19 we spent approximately GBP 6 million on these placements. There were 44 children in residential placement in September 2019, with an average cost of GBP 4 800 per week. A significant number of these placements are outside of Torbay and in some instances outside of the south west region. Torbay Council is looking to contract with one or two providers who will be able to deliver residential placement services within two homes which we will be purchasing. The contract is intended for the sole use of Torbay Council, however placements may be exceptionally made available to other local authorities, where Torbay Council is not fully utilising the service. Torbay Council will award either: Lot 1; or Lot 2 and Lot 3.
