Rotherham Metropolitan Borough Council (RMBC) is commissioned by the Skills Funding Agency through the allocation of the Community Learning grant to provide a range of programmes within the community for adult learners from 19+ onwards. In response to that commission Community Learning provision, RMBC will adhere to the following principles:a) Improve the skills, motivation, well-being and aspirations of Rotherham's most disadvantaged people who are least likely to participate, including, those on a low income and with low skills and attainment levels (especially in literacy and numeracy).b) Support people to make progress into further learning, training and/or employment.c) Provide inspirational and high quality teaching and learning.d) Build capacity within communities to increase access and opportunities for Rotherham's most disadvantaged people and those who cannot afford to pay for learning.e) Commission and fund opportunities based upon fairness and transparency and the delivery of quantifiable outcomes against contractual targets.f) Create a stable Community Learning provider base to best serve Rotherham's most vulnerable people.Delivery should be designed to meet these needs and to be delivered within the local community in liaison with local learning partnerships.Expressions of interest are invited from suitably experienced organisations wishing to tender to act as providers within the commissioning frameworkThis tender exercise will establish which organisations have the capability and capacity to act as providers under the 19+ Adult Safeguarding themes. There will be strict criteria for judging tenders against financial stability, quality record, staff establishment, ability to keep data records.RMBC plans to commit GBP 200 000 of its Skills Funding Agency Community Learning Grant from 1.9.2013 to 31.7.2014 by commissioning a range of organisations that can meet at least one of the following objectives:— Engage with adult learners who may have few or no qualifications, be unemployed or economically inactive or who wish to update their skills to improve their employment prospects, enhance their cultural lives, or contribute to their community.— Target excluded and under-represented groups and/or communities.— Engage ‘New Arrivals' and/or those with English as a second language and are in need.— Improve people's access to learning materials to develop relevant study skills, including the use of information technology.— Improve health and well-being to enable people to access learning, training, employment and/or to sustain independent living.— Encourage family learning and support the development of parenting skills.— Raise learners basic skills/ language skills— Offer nationally recognised qualifications— Promote progression to other training programmes, further education, employment or volunteering.
