Under the Act, ComReg (the designated postal regulator) is required to set quality of service standards in relation to the provision of domestic Universal Services. ComReg has set a target for An Post in relation to these services. This target is set out in ComReg documents 5/126 and D07/15, available on its website (www.comreg.ie), and can be summarized as:Quality standards for domestic single piece mailTime limit ObjectiveD +1 94% of itemsD +3 99.5% of itemsComReg is required to monitor compliance with the quality of service standards. ComReg has independently commissioned an organisation to monitor An Post’s quality of service performance (“the An Post Monitor”) in accordance with the European Standard EN13850:2020 ‘Postal Services – Quality of Services – Measurement of the transit time of end-to-end services for single piece priority mail and first class mail’ (‘the CEN Standard’) and taking full account of the ‘Monitor Handbook’. Part of ComReg’s responsibility for monitoring Quality of Service also includes ensuring the Quality of Service Monitor is audited in accordance with Annex C of EN13850:2020. An Post is seeking to enter into a contract with a service provider for the provision of Audit Services, in accordance with Annex C of EN13850:2020, pertaining to the Quality of Service Monitoring Systems for ComReq, for a period of 3 (three) years, commencing with the audit of the 2021 Monitors. An Post will provide the successful tenderer with the ‘Monitor Handbook’ and the ‘Auditor Handbook’ which reflect the needs and peculiarities of the Irish postal environment.This prequalification (PQQ) stage will be used to invite applications from interested parties, which will then be considered and assessed, with a view to shortlisting a maximum of five (5) applicants, depending on the quality and quantity of responses received, who would be invited to go forward to the next stage of the process which will be the tendering stage.
