5 Case Business Model Introduction Course for Risk Management Authorities

Until recently local authorities and other public bodies justified investment based on a 3 case business model. This ensured capital projects achieved their spending objectives and deliver benefits through scoping robustly and planning from the outset.However, emphasis in the Treasury Green Book on the 5 Case Business Model means that it is now embedded in all aspect of business case development within Welsh Government, and local authorities are now required to use this method with any business case seeking capital funding or Grant in Aid from Welsh Government.This consultancy brief is being issued by the Welsh Local Government Association (WLGA) to secure external capacity to deliver a series of training courses on the 5 Case Business ModelWe will require in first instance the successful bidder to deliver a series of short foundation courses based on the approved method set-out in HM Treasury Guidance1 (refer to footnote).We will also require the successful bidder to make provision as part of the agreement to provide further linked training if required and facilitate exams for professionals interested in gaining their accredited practitioner qualification.Bidders must be aware that the requirement for and take up of accredited practitioner training will be subject entirely to the demand of delegates. There will therefore be no guarantee by the WLGA of take up for this element of the course prior to individual professionals’ registration for this element of the course and subsequent confirmation by the WLGA lead contact.Participants attending the foundation course are local authorities’ employees with a Highways and Flood Risk Management background. They primarily develop or oversee the development of business cases for capital schemes and not government programmes.
