The services required are to support Procurement deliver activities in four critical areas: -Develop Procurement Strategies that drive business value and delivers Highways England Imperatives. -Work with Highways England stakeholders in a time driven environment to develop and assure a set of commercial costing and evaluation models that complement and comply with EU/ PCR2015 regulations based on NEC 3/4 model documents tailored to meet business needs. -Manage the commercial evaluation of tenders to marketplace to evaluate, select and award contracts. -Manage existing frameworks to deliver task order activity for business need.
