09 — 2015 — Design & Maintain a ‘Datahub’, a strategic, web based community planning tool.

The aim of the ‘datahub’ project is to provide a strategic, web based community planning tool which will provide the underpinning evidence for robust decision making by analysing and presenting partner data on a range of behavioural maps and reports. This will include data from Councils who are leading the community planning process in each area and their partners e.g., PSNI, NIFRS, Health Sector, NIHE, Education sector, government departments such as DSD, DARD, DEL (this list is not exhaustive) on, at least, a quarterly basis. Data from PSNI would include a range of crime categories, Council data would include environmental incidents, planning applications etc., Department data could include claimant information from DSD, grant information from DARD etc. Data would be uploaded to the successful tenderer in CSV format.With data presented in ‘real time’ (quarterly) on an ongoing basis, Councils and partners will be able to measure the impact of interventions and performance in addressing local need.The ‘Datahub’ project is a support tool for those involved in and benefiting from community planning.The datahub will provide analysed maps and reports to enable community planning partners and the community they serve to clearly understand:— the demands for service placed on the public sector at Local Government District, District Electoral Area, Ward and settlement levels,— above and below average demands for service and trending behaviour across a range of community planning themes, e.g. Health and Wellbeing, Safety, Education, Economic Development, Regeneration and Tourism, Environment and spatial planning using supplied data and data from NISRA etc.— and view demand on geo maps, with streets, buildings, Council and partner assets to aid planning of interventions,— Geo maps to assist with the plan engagement and compilation of the Local Development plan, (previously known as the Master Plan or Area Plan),— Social impact in the participating Council areas through analysed maps and reports of existing, published socio economic data,— Impact of Council services through analysed maps and reports from internal Council data,The ‘datahub’ will provide an opportunity for Councils, Partners and the public to search for key data as evidence for funding applications.The ‘datahub’ will provide a vehicle for sharing key messages and information between Councils, partners and the communities in the participating Council areas.
