1516-962 – 12-month only short-term contract for the provision of services relating to Supported Living Accommodation for Adults with Learning Disabilities and High Needs

Islington Council is reviewing its strategy for accommodation-based support for people with learning disabilities. Following this review, the Council is planning to commission a long term agreement for provision of these services from 1 January 2018. In the interim, Islington Council invites suitable expressions of interest from suppliers for a short-term high quality accommodation-based support service for adults with learning disabilities and high support needs; including complex physical and sensory needs and non-verbal communication. The Council anticipates there may be limited competition given the short term nature of this agreement and the significant transfer of staff implications, but is issuing an advert to act transparently to the market. No additional money is available to support the transfer of staff costs either to or from this agreement at the beginning or end of this contract. The provider will be expected to manage the transfer of staff without the support of the Council. Current status / Background This contract represents the re-procurement of an accommodation-based support service for a total of 12 adults with learning disabilities and high support needs. These 12 adults currently reside between two housing association-owned properties in the borough of Islington (one scheme of 8 units and one scheme of 4 units). The requirement The aim of the service is to provide high quality person-centred support for service users aged 18-65 with learning disabilities and high support needs to enable them to live a fulfilling life and participate meaningfully in their local community. The service provider will: •Accept referrals from the Islington Learning Disabilities Partnership •Provide safe, welcoming and good-standard accommodation in partnership with the Landlord •Work in close partnership with statutory agencies in health, housing and social care •Jointly develop and review support plans, risk assessments and care plans in conjunction with the individual’s support network and multi-disciplinary team •Support and facilitate relationships with families, carers and friends •Work proactively with service users to identify personal outcomes and take steps to achieving these •Ensure the safety and wellbeing of service users at all times •Support service users to have meaningful involvement in their local community •Support and enable service users to have choice and to manage risk effectively •Work assertively with service users from diverse backgrounds whose behaviour can be complex and challenging to services For further details of this contract please go to London Tenders Portal (Link: https://procontract.due-north.com)
