A programme of research to support the evaluation of Genesis Wales 2

The Welsh Assembly Government on behalf of the Welsh ministers wish to let a contract for an evaluation of the ‘Genesis Wales 2’ programme. Genesis Wales 2 is funded by the European Social Fund under Convergence Priority 2 and Regional Competitiveness & Employment Priority 1; and is delivered across Wales by Local Authorities. The aim of Genesis Wales 2 is to increase labour market participation, specifically concentrating on those who are furthest away from the labour market and move them closer towards economic activity. The project is designed to tackle many of the major barriers unemployed people face when wanting to learn new skills or return to work. Through a comprehensive package of advice, one to one mentoring, assistance to attend training and childcare, the project aims to help people build an independent and prosperous future. The Genesis Wales project commenced on 1st October 2008 and will run until 30th June 2014. In total the funding over six years is £68.5 million.The successful contractor will be expected to undertake a programme of research to support the evaluation of Genesis Wales 2. The research will need to incorporate three distinct strands:1)Process and Implementation: An initial review of progress to date and how the project is meeting its aims and objectives.2)Delivery and Interventions: An investigation of the practice and provision being delivered that are helping participants take steps towards economic activity. 3)Outcomes, Impact and value for money. The findings from this programme of research will provide DCELLS with a comprehensive source of evidence to support the ongoing improvement of the programme and a robust impact evaluation to ultimately assess the effectiveness of the programme in addressing barriers to economic activity.
