In 2009 the Assembly Government published One Planet: One Wales – a new sustainable development scheme for Wales. This set out the Assembly Government’s vision of a sustainable wales; fulfilling the legal duty under the Government of Wales Act 2006 to promote sustainable development. The scheme identifies the planning system as one of four key themes that underpin the approach to reducing our ecological footprint. The overall aim of the planning system within the scheme is to provide for homes, infrastructure, investment and jobs in a way that helps reduce our ecological footprint. As part of a suite of specific actions deriving from the scheme, Action 5 states that: “We will initiate, in consultation with local government, a strategic monitoring framework to measure key sustainable development outcomes delivered by the planning system”.With sustainable development at its heart Planning Policy Wales sets out a number of key policy objectives for the planning system in Wales which contribute to the delivery of sustainable development, and subsequently reducing ecological footprint. The Welsh Assembly government therefore wishes to commission research into the development of a strategic monitoring framework consisting of a suite or representative indicators with which to monitor the sustainable development outcomes of the planning system. Within this will be the consideration of the role of the ecological footprint as a composite indicator to assess the contribution the planning system plays in reducing our ecological footprint. The research will also consider the ways in which the Ecological Footprint can be used in the planning system. The objectives for this study are as follows. 1. To identify a framework with which to effectively monitor the sustainable development outcomes of the planning system. 2. To identify a means of using the Ecological Footprint as a composite indicator to measure the sustainable development outcomes of the planning system.3.To explore and understand the ways in which the Ecological Footprint can be used in the planning system.The objectives are indicative to the needs of the project and may be subject to alteration prior to formal invitation to tender.The contract period will be 5 months from the contract award date - indicative timescales October 2010 to March 2011.The Welsh Assembly Government, on behalf of the Welsh Ministers, will be conducting this procurement exercise through the etenderwales portal https://etenderwales.bravosolution.co.uk.
