The purpose of the scheme is to protect people using care services and their families and carers from the anxiety and distress that may be caused by the failure of a major care provider and to minimise any disruption to their care. This is done by monitoring the performance and finances of the most significant social care providers in England and will give local authorities an early warning where we think one of these is at risk of failure and the delivery of services is going to be affected.
