In 2013/14 Health & Social Care (H&SC) purchased circa 35,000 hours of care per week from Domiciliary Care providers across all categories of service user groups in Cardiff. To this point, that care had been commissioned through spot arrangements and a framework agreement. The total expenditure for these services in 2013/14 was circa GBP 20 million.The City of Cardiff Council implemented an open accredited provider list (APL) to secure future Domiciliary Care arrangements. This APL aimed to:- Increase the number and diversity of providers and include opportunities for social enterprises and small medium sized enterprises- Improve the provider enrolment and quality accreditation process- Incentivise providers to be competitive and maintain quality standards- Incentivise providers to develop specialist services where required- Improve ongoing quality monitoring- Move from measuring performance on a time and task basis to focusing on delivering support which meets the needs and desired outcomes of service usersFollowing implementation, the model has;- established an open APL through our partner organisation Matrix SPM, who provide the supporting technology required. This APL remains open for the duration of the contract, allowing providers to join or leave at any time.- allowed accredited providers registered on the APL to be invited to tender for each individual care package required. Bids received are evaluated on both quality and price. A key aspect of the quality element within the model is the calculation of a Provider Quality Score (PQS) for each accredited provider. This reflects the quality of service delivered by the provider.
