Action Plan
Descriptions
Activity PlanIntroductionThe main contracted support will be the development of an Activity Plan – a key requirement and a central component of the Second Round application to the HLF.The Activity Plan will bring together the results generated from three other contracts, along with the results of the parallel work in the Brecon Beacons and a wider range of information on stakeholders and their interests gathered before and during the Development phase. The contract will be let on the 13st April 2015 and will run until 2st November 2015. The timing of the other three contracts are shown in Annex 1 in the attached Long Forest tender doc.The Long Forest Project will be run on a “hub and satellite” model – whereby:•A small central team will provide a focus for coordination, awareness raising, resource development and dissemination. The resources and information provided will be available to all members of the public and there will be a drive to encourage more groups and individuals to become involved.•Pro-active work will be encouraged and supported in up to five Target Areas. The scale and location of these will be determined during the Development phase. The Long Forest Manager will initially develop criteria to base the selection on, and consult on these. Likely factors will include:olandscape value and designationohistoric landscapes, opotential treescape resilienceopriority areas for the HLFocontribution towards wildlife and connectivityoavailability of suitable staff and volunteers etc.oPotential delivery partners and local stake holdersoConservation value and resilienceThe selection of the Target Areas will be confirmed by mid July 2015. This will have a direct bearing on the nature of local stakeholders.Requirement for the contractorUnder the Activity Plan we therefore require an experienced contractor to bring these different strands together. We envisage this will include:•Identifying all existing and potential stakeholders as well as their interests, skills and objectives. Undertake a reach and impact assessment on these. These could include new partners to be included in the Second Round application or additional funding streams such as under the new Rural Development Plan.•Identifying what activities are currently being offered to avoid duplication and, where possible, complement the HLF project.•Identifying any barriers which may prevent stakeholders engaging with the project.•Developing an Audience Engagement Plan which will set out how the full programme will maximise the involvement of different stakeholders. Develop a design brief for brand identity taking into consideration existing cooperate branding for KWT and WT•Setting out a detailed Action plan for the main programme, identifying a timetable, costs and milestones and producing a risk assessment.•Setting out a clear list of tasks to ensure that action is taken to secure the long term sustainability of the projects; this will identify potential sources of funding from the public and private sector.•Meeting all the requirements for the Second Round application to the HLF.It will be essential that the contractor selected has a proven track record of working on HLF or similar large scale applications, as well as knowledge of environmental conservation, community engagement and external funding.
