1. PURPOSE OF CONSULTATIONThe Isle of Anglesey Country Council would like to establish what organisations are in the market with the appropriate/relevant expertise, resources and experience to investigate/evaluate alternative delivery options for specific adult social care services.This consultation will need to evaluate the social, political, legal and financial impact of transformation options on the department’s ability to deliver its statutory obligations.2. CONTEXT AND DETAILS OF THE WORK REQUIREDDue to the current economic climate local authorities are facing significant reductions to service budgets. To be able to sustain required services provisions some radical/drastic measures need to be investigated.These options include a significant internal transformation of the service as well as outsourcing into the private, voluntary or third sectors, other public bodies, a staff led spin out or any other viable options. Identifying possible sale/outsourcing options for the alternative usage of assets/facilities will also need to be given due consideration.3. OUTPUTThree reports will be required to assess and progress transformation options:Report 1: Deliver recommendations on how to progress acquiring an external provider to support additional service users to utilise the option of direct payments.Report 2: Deliver an options appraisal on transformation options related to service and assets at two specific authority centres providing support to vulnerable adults. Both centres have underdeveloped income potential that needs to be developed.Report 3: Deliver recommendations on how to progress the preferred option(s) selected by the authority review board from the option appraisal in report 2.The investigation into these services will be highly sensitive and will require the highest level of competency, professionalism and discretion from the successful provider. More detailed information will be provided to bidders invited to submit a delivery proposal at the next procurement stage.4. TIME SCALE AND BUDGETStage 1: Reports 1 and 2 will require completion by the end of this calendar year.Stage 2: The third report will be commissioned following a review of Report 2 with the authority reserving the right not to go forward with this final report. If commissioned this will need to be completed by the end of February 2015.As a rough guide each report is expected to take approximately 20 consultancy days.A maximum budget of £30K is available for the completion of all three reports.5.
