AHBPM0122001 - Procurement Consultancy Services for Planned Maintenance Works 2022-2026

For the purpose of procuring planned maintenance contracts, Circle Housing require a procurement consultant to provide an evaluation of the merits of the procurement routes available and provide a recommendation on the most suitable procurement route to achieve excellent service delivery and value for money using the Capital Works Management Framework suite of contracts. The consultant will be required to engage with Circle Housing staff and nominated tenants to determine the service delivery needs, work with Circle Housing’s Asset Management team to review and develop the main component specification so that it is fit for purpose, review and evaluate the procurement routes available and provide recommendations to Circle Housing’s Leadership team and undertake the following core procurement activities: •Develop the Suitability Assessment Questionnaire (SAQ) including model evaluation criteria through the EU Supply Portal and complete initial evaluations. •Develop the invitation to Tender documentation including model evaluation criteria, delivery methodology criteria and Social Value requirements for each contract type within the EU Supply Portal along with supporting information. •Advise on and draft a standard form of Public Works Contract most suitable for the planned maintenance programme. •Advise on and draft the employers requirements for preliminaries and service specification. •Advise on and draft the Technical Specification of Workmanship and Materials•Advise on and develop a Key Performance Indictor Framework for quality management monitoring. •Advise on and develop a Price Framework which achieves best value for money.•Provide support in the evaluation of returned Tenders and appointment of successful tenderers.
