Descriptions
Public Safety Zones (PSZs) are areas of land established at the end of runways at the busiest airports in the UK and are produced via a mathematical computer model using historic aircraft accident data from around the world, together with details of the traffic forecasts and particular aircraft mix at the airport concerned, to determine the level of risk to people on the ground.The Contractor is required to;— Build a risk assessment model based on the technical data and requirements of the DfT in order to run the PSZ assessments.— Update the risk assessment model every 5 years.— Produce recommendations for PSZs where justified by the level of risk, which correspond to the 10(-5) risk contour in accordance with established policy and practice.— Produce the recommended third party risk contours (normally using traffic forecasts looking 15 years ahead) for values 10(-4) and 10(-5) p.a. or as otherwise specified in the form of DXF or similar files.— Produce a covering technical report detailing the methodology, data and calculations used, along with the resulting recommendation and PSZ contours.— Act as a technical expert on third party risk issues in the vicinity of airports, answering technical questions and undertaking studies on PSZ related issues, as well as providing expert evidence to planning inquiries.— Undertake a review of the Public Safety Zone (SZ) criteria to advise on:— The most likely threshold, in terms of aircraft movements and type, at which the probability of an aircraft accident outside of the airport boundary exceeds a threshold determined by DfT.— Whether a standardised size and shape of PSZ is likely to cover the accident location for airports with movements below a certain number. If so, advise on the size and shape of the PSZ.— Whether the policy statements and aims contained in the DfT circular are maintained by the results of the first full cycle PSZ review.
