Rhondda-Cynon-Taf are the lead Authority acting on behalf on the Children’s Commissioning Consortium Cymru (known as the 4C’s).The 4Cs are a Welsh Regional Team working to support Local Authority Children’s Social Services Departments to commission and contract placements for Children Looked After.
