Rhondda Cynon Taf County Borough Council is looking for applications from providers to be included on a framework to deliver Substance Misuse Residential Rehabilitation Services implemented by All Wales Local Authorities.Rhondda Cynon Taf County Borough Council is acting on behalf of the following Wales Local Authorities to procure this framework:Blaenau Gwent County Borough CouncilBridgend County Borough CouncilCaerphilly County Borough CouncilCardiff CouncilCarmarthenshire County CouncilCeredigionConwyDenbighshireFlintshireGwyneddIsle of AngleseyMerthyr Tydfil County Borough CouncilMonmouthshire County CouncilNeath Port Talbot County Borough CouncilNewport City CouncilPembrokeshire County CouncilPowys County CouncilRhondda Cynon Taf County Borough CouncilSwansea CouncilTorfaen County Borough CouncilVale of Glamorgan County Borough CouncilWrexhamThe Council is seeking interest from experienced and innovative providers who will deliver a drug and alcohol residential rehabilitation service to individuals who have problematic substance misuse. The providers must be able to deliver rehabilitation services to a range of service users whose substance misuse problem is to such a degree that it contributes towards significant ill health, family, social and wider community distress.In order to match service users with the provision that best meets their needs, a range of service models and philosophies will be accepted onto the framework.The intention is to commission up to a maximum of 10 providers to sit on the All Wales Framework for residential rehabilitation services for service users.The Framework Agreement will initially be for 2 years from 01/04/2015 with an option to extend for a further period of upto 2 x 12 month periods.The estimated potential budget for this framework is £8 Million. However, it should be noted that it is up to each of the named individual local authorities to decide if and at what stage they may choose to place reliance on the proposed Framework Agreement.Rhondda Cynon Taf County Borough Council, as lead authority in this procurement, offers no guarantee of volume or value in respect of any future expenditure, and the number of local authorities who decide to utilise the proposed Framework Agreement may vary during the term of the same.Individual placements will be made in accordance with the call off procedure defined within the tender documents.The Lead Authority will hold a How to Tender workshop on 17th November 2014 in the afternoon.
