The Alliance will be proactive in coordinating and offering a range of assistance and support across the continuum of need from universal through to high level need — and promotes a community focus, including with schools. This support will be naturally weighted to early help and prevention approaches, in contrast to the legacy state, which evidence highlights has been highly reactive after problems have escalated. This move from the legacy state is deliberate and based on extensive research and analysis that has established a real need for change. Although these changes are being implemented in a challenging financial landscape, it is important to note that regardless of economic circumstance we are committed to deliver a needs led approach, rather than the legacy state service led approach.The Alliance will apply both established and new, innovative approaches to engage with a wide range of service users, e.g. perpetrators and victims (including those who are interchangeably so) as well as children and young people. A key focus of this work will be underpinned with building resilience, including advocacy and enhancing self-esteem and promoting positive relationships with the wider community, in order to break the negative cycle that can lead to long term difficulties and repeated patterns of behaviour across generations. In addition, the reduction in repeat presentation to services and the promotion of positive relationship with the wider community is a crucial element of the Alliance.
