Alternative Education Provision Framework

Descriptions

The Council is procuring Alternative Provision (AP) services, which may include special educational tuition packages, to meet its statutory duty under the Education Act 1996 to provide suitable full-time education for children of compulsory school age who are unable to attend school due to illness, exclusion, or other circumstances.

Provisions must be tailored to individual needs, with a focus on educational achievement, core subjects, and qualified staff. AP may be delivered through non-maintained special schools, independent providers, further education colleges, or unregistered settings.

This procurement supports the Council's responsibility to ensure high-quality, inclusive education for vulnerable pupils, including those with special educational needs and disabilities (SEND) or Education, Health and Care Plans (EHCPs). All commissioned services must meet statutory requirements and quality standards.
