Newport City Council and Barnardo Services Limited formed an innovative Collaborative Partnership in 2011 to develop and deliver a family support services framework across the local authority area of Newport. This includes a range of preventative and child protection services delivered by NCC and Barnardo Services Limited. Key objectives of the partnership include:• maximising efficiency, effectiveness and best value of commissioning arrangements in order to progress an integrated family support model within Children’s Services• promotion of an enabling model of support which minimises the risks to children• contributing to safely reduce the number of children in care, in proceedings and on the Child Protection registerBidders are asked to submit an expression of interest outlining their suitability to carry out an evaluation that will:• Assess the effectiveness of the collaborate partnership arrangement and provide evidence to inform dissemination of the model;• Carry out a cost benefits analysis;• Assess the impact of the Collaborative Partnership arrangements in meeting aims and objectives;• Assess the potential efficacy of the model in relation to implementation of the Social Services and Well-being (Wales) Act and identify any adaptations to the model that may be required in line with new legislation and guidance.Organisations submitting a suitable expression of interest will then be provided with additional information and invited to an interview in the third week of September.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at http://www.sell2wales.gov.uk/Search/Search_Switch.aspx?ID=32058.The buyer has indicated that it will accept electronic responses to this notice via the Postbox facility.
