Analysis of models of residential care – focusing on improving outcomes for young people.

The Task & Finish Group for Residential Care under the Ministerial Advisory Group for Improving Outcomes for Looked After Children wishes to appoint a partner to complete a discreet piece of work central to the Work Programme of the Task & Finish Group. The Project is being Managed via the Children’s Commissioning Consortium Cymru (known as 4C’s) who are hosted by Rhondda Cynon Taff County Borough Council.This will include research of new and evolving models of residential provision; examples may include those projects funded through the DfE Innovation Grant in England such as the ‘No Wrong Door’ Model; transitional models of care or models with direct interface with alternative placement type profiles (such fostering or supported lodgings); crisis intervention models and specialist models focusing on specific needs /outcomes profiles.This project may also include research of alternative approaches outside of the UK to the extent viable within the time constraints of this piece of work.Where available, evidence of outcomes delivery from new models, compared to traditional models of residential care in Wales, should be identified. Where evidenced based outcomes are not yet available for new and emerging models of care, discussion of the approach to monitoring and assessing outcomes may be included. Evidence of outcomes should include lessons learnt and best practice.Recommendations for further exploration of specific models or approaches to innovation will be welcomed as part of the final report.
