Annual audit opinion for EU indirect management contracts

Descriptions

The British Council has been positively pillar assessed by the EU in 2011, meaning that the European Commission (EC) can work with us via indirect management mode - 5 pillars were assessed: internal control; accounting; independent external audit; grants; procurement. "Indirect management" means that the EC can entrust the implementation of the Union funds to certain entities who meet the criteria defined in the Financial Regulation (FR). Each year, the British Council provides the EU with an annual audit opinion which covers all our indirect management contracts, known as Pillar Assessed Delegation Agreements - PADAs (please see a list of the portfolio in Annex 4). The British Council is therefore looking to appoint an external auditor to provide the audit opinion for our indirect management portfolio over the next three reporting periods - 2019-20; 2020-21; and 2021-22. The requirements are presented in this document and accompanied Annexes.
