Aneurin Bevan University Health Board (ABUHB) wishes to engage the services of a provider to assist in improving the social inclusion of young people experiencing a First Episode of Psychosis (FEP) or At Risk Mental State (ARMS). This provision will replace an existing Big Lottery-funded project, with the same brief, that will end in May 2019. The new provision will be funded by the Health Board.Psychosis is a term used to describe loss of contact with reality. Around 1 in 100 people will develop a full psychotic episode in their lifetime. The vast majority (8 out of 10) will experience their first episode between the ages of 15 and 30.The ABUHB Early Intervention in Psychosis Service (EIPS) provides treatment for those aged 14-35 experiencing FEP or ARMS. Based at Forglen House, Risca, the EIPS covers the 5 boroughs of Gwent, and serves a population of around 600,000 people.Early Intervention in Psychosis (EIP) teams are multidisciplinary community mental health teams that assess and treat people with FEP without delay (within 2 weeks). They aim to provide a full range of pharmacological, psychological, social, occupational and educational interventions for people with psychosis. EIP teams provide care for people with a first episode of psychosis during the first three years of psychosis. However, this may be extended if the person has not made a stable recovery.The EIPS seeks to appoint a provider to assist in improving the social inclusion of young people under its care. They will work closely alongside the EIS specialist practitioners, Psychologists and Psychiatrist. Caseloads will be require substantial, regular individual contact time during the week. The team will be based at Forglen House, Risca, and function as part of the overall EIPS, covering the same geographical area and available to all clients of the service.The team will work collaboratively with EIPS clinicians to improve the social inclusion of young people with FEP/ARMS. This will be achieved through both 1:1 community-based sessions and group sessions that help to facilitate peer support.The contract period is to commence Monday, 3rd June 2019 and may end Thursday, 31st May 2023 with the option to extend by 2 years. Bidders must ensure they are able to mobilise their team required to deliver the requirement from Monday, 22nd April 2019.Bidders must return their Tenders via the eTender Wales which must be submitted before 12:00 midday, Monday, 8th April 2019.The Health Board believes that TUPE is likely to apply to the new contract, although bidders are advised to seek independent legal advice in relation to the same. In order to facilitate the procurement process the Health Board will be making TUPE information available to bidders (subject to bidders giving a confidentiality undertaking with regards to the same). The TUPE information has been provided to the Health Board by the incumbent provider and accordingly the Health Board gives no warranty with regards to the accuracy of the TUPE information.
