The Council provides a revenue budget for The Cheltenham Trust to deliver the tourism service and tourist information centre, but retains responsibility for the overarching tourism strategy. It was recognised that the Council needed the services of an experienced tourism consultant to assist in the development of a new strategic approach to tourism for Cheltenham as the required expertise does not exist in-house.
