Appointment of Development Partner under a framework agreement for the provision and development of new and the refurbishment of existing leisure centre facilities within Denbighshire County Council (Primary Ruthin Leisure Centre). The development partner would provide a comprehensive turnkey package for a range of capital projects up to the value of £15,000,000. The underpinning principles of this partnership should be affordability and sustainability. The development partner should provide financing options that would fully fund any proposal. This would be based on the payment of a monthly fee over an agreed period of time. The development partner would manage the project from concept to completion providing feasibility studies and robust business plans addressing the capital, equipment, maintenance, operational, energy, consumable and funding costs. A feasibility study and business plan would be completed for each proposal. The feasibility should establish the size of the potential development, evaluate market conditions to determine financial viability and balance this with social and health objectives to provide a commercial and social cost benefit assessment.The development partner should be able to demonstrate value management during all phases of the project taking into consideration feasibility, design, construction, commissioning, maintenance and operations.The development partner would provide project management services and act as the principle contractor coordinating the design, construction, commissioning and handover of the completed project. They would provide the relevant professional services associated with a design and build project. All contractors should carry employer’s liability insurance; public liability insurance and professional indemnity insurance. The Development Partner would be responsible for managing all the associated construction risk, stage payments and maintaining the development programme. They should also provide the role of CDM Coordinator as required by the Construction (Design and Management) Regulations 2007.Denbighshire’s Leisure Services Department would continue to have operational control over any new development or refurbishment but would have continued operational support from the development partner in areas such as sales and marketing, brand and literature development, staff training and professional development of the scheme. The development partner would assist in reviewing and prioritising any future proposals in order increase profitability in the shortest possible time.Our objectives are to work with our development partner in order to design, build and fund capital projects in Denbighshire and ensure that we deliver the right project, on time and within budget.The expected contract duration of the framework agreement will be 4 years.The development partner should be in a position to provide evidence of:•A proven track record of success in this or a similar field particularly with local authorities•Partnership working and their professional relationship with contractors, architects and financial institutions•Feasibility, financial planning and robust business planning.•Project design, construction and management including design innovation and creativity.•Management of specialist leisure contracts•Details of operational support such as marketing, sales promotion, branding and training.•Compliance of environmental and health and safety requirements. It is the intention of the Council to appoint the Development partner under a Framework Agreement. The expected duration of the framework agreement will be 4 years. It is anticipated that the Framework period will be from April 2011 to March 2015. The potential value of the framework agreement will be £15,000,000 over the lifetime agreement for Denbighshire County Council. The Council will also make this agreement available for use by Gwynedd County Council, Anglesey County Council, Conwy County Borough Council, Wrexham County Borough Council and Flintshire County Council, although they are under no obligation to use any agreement. It is possible that the total value of the agreement may rise to £90,000,000 if the other Councils all use any framework agreement
