Appointment of Insurance Advisor to the North Wales Residual Waste Treatment Project (NWRWTP)

Flintshire County Council is seeking to establish a contract for the provision of Communication and Engagement Support for the North Wales Residual Waste Treatment Project (NWRWTP), of which it is the lead authority.The NWRWTP is a partnership (“The Partnership”) of five local authorities in North Wales - Flintshire County Council (lead authority), Denbighshire County Council, Conwy County Borough Council, Gwynedd Council and the Isle of Anglesey County Council.The aim of the project is to procure a sustainable residual waste management solution for the 5 local authorities in the partnership that will assist with the reduction in greenhouse gas emissions from landfill and will minimise the tonnage of waste residue sent to landfill thus ensuring that the authorities avoid Landfill Allowance Scheme (LAS) infraction penalties and meet National Waste Strategy targets.The Council wishes to secure on going Insurance Advisor for the NWRWTP. This support will include, but not be limited to:-1. Insurance Advice – This will be the primary service; and 2. Additional Risk Management Advice – (Should the Authority require this).The Authority may wish the Insurance Adviser to offer advice in the following respect:1. Review the list of risks;2. Comment on the potential for quantifying such risks by reference to market premia in insurance markets and where no relevant insurance market exists propose alternative approaches to the quantification of such risks.3. In addition the Insurance Adviser may be asked for advice regarding the allocation of both insurable and uninsurable risks and the commercial implication of transferring uninsurable risks.Flintshire County Council is also party to a separate food waste procurement process that may also require specialist insurance advice. In this event the scope of services will be the same as for the Residual Waste Treatment Project
