Wrexham County Borough Council (WCBC) is committed to a Transformation Programme that will meet the financial and service challenges expected to face all public sector bodies over the next decade. The overall programme will be targeted towards the dual aims of driving out costs and improving outcomes for the people of Wrexham by focussing on high quality citizen-centred services.To provide a foundation for our Transformation Programme, WCBC is looking for a partner to work with us to identify:•A high-level operating model and business strategy to underpin and support the whole WCBC transformation•Quick wins (net and gross financial benefits) from an analysis and review of our senior management structure aligned to the new operating model and strategy•Other quick wins that arise as a result of this undertaking.•A strategic Performance Improvement Framework, to indicate the overall performance and constraints on WCBC•An implementation plan, with clearly defined scope, timings and costs for the recommendations made, along with details of the HR support that will be required to implement it and options for how the HR support could be delivered.
