Appointment of Prime Contractor for the Negotiation, Set Up and Ongoing Management of Princess of Wa

Abertawe Bro Morgannwg University Health Board has a requirement to appoint a qualified and experienced Prime Contractor to negotiate and manage the leasing of and subsequent management of a range of retail units, within the main entrance of the Princess of Wales Hospital.Once appointed, the Prime Contractor will be required to establish a set of realistic expectations based on their site and location assessment, neighbourhood market survey, recent lease studies, together with an assessment of competition from both empty spaces and retailer-occupied spaces in an around the target property and advise the Health Board on options and the optimum way forward. There are 3 existing tenants at the retail area of the Princess of Wales Hospital. 1 has already expired and is being held over and the other 2 will end at the beginning of December 2012. None of these tenants have any legal security of tenure. The Health Board and Prime Contractor will determine which retailers to whom the retail units should be marketed to attract occupiers with an appropriate image and financial strength to ensure the highest yield lease is achieved and offers sustainability for the development. The Prime Contractor will be required to manage the ongoing relationship with the retailer, having prior agreement on their selection with the Health Board, and be responsible for dealing with contract/lease issues and daily management issues that may be encountered. Typically, this would include mediation of the lease, contract terms, signage/graphics, regular reviews (including rent), concessions, and ‘opt-out’ terms (should business flounder), lease renewal terms, influencing the layout of retail premises in the main entrance including advising on infrastructure requirements. The Prime Contractor will be the single point of contact for the Health Board on all retail issues within the main entrance and retail concourse area.
