Architect and Project Manager Services for Grade II Listed Building

Brief: Haverfordwest Town Council wish to refurbish, alter/upgrade and develop the Grade II listed building the Old Wool Market and firm up a detailed brief with the successful Architect.To date, Haverfordwest Town Council (HTC) are looking for the following:1.Ground Floor: Already set with entrance lobby, comms room, toilets, offices x2, communal kitchen and printing area. Need to provide a suitable passenger lift.2.First Floor: Reconfigure the first floor so that the meeting room is more square – not long and narrow. Male and female toilets will need alteration, together with relocating Mayor’s Office.Include a vertical passenger lift between the ground and first floor (possibly second floor), so that the building can cater for all. It is to be an all-inclusive building. Suggest the lift is located close to the main entrance and main staircase.3.Second Floor: Reconfigure the upper floor to cater for a use which is yet to be agreed. This could remain as a flat, or form part of the extended chamber, whereby the Mayor’s Office is taken to the top floor. The type of lift design will be dependent on the area available in plan and building section.The detailed design should include for integration and upgrade of any electrical and mechanical systems to current Building Standards. HTC request that a specialist looks at air conditioning as part of the design process.The following is the minimum scope of works:Stage One:•Develop the brief with HTC (meeting No.1) and agree development parameters.•Liaise with Structural Engineer, Roger Casey.•Liaise with Damp and Timber Survey produced by Jeff Richards Preservations.•Liaise with Planners and Conservation Officers.•Prepare sketch layout for HTC consideration.Note:Fulfil the role of Principal Designer up to the point of which a Contractor is appointed under a Design & Build contract, as defined by CDM Regulations.Stage Two:•Work in initial concept sketches.•Liaise with Mechanical & Engineering Consultants in connection with electrics and new lift. Hold design coordination meetings with other Consultants.•Meet with HTC (meeting No.2) on design issues and progress and take on board any comments.•Prepare design drawings for viewing by residents at a public consultation; required for grant funding and loan applications.•Prepare and submit Pre-Application to Pembrokeshire County Council (PCC) Planning.Stage Three:•Take on board any comments from Pre-Application response.•Work up detailed drawings – Full Drawing pack to be prepared to include the following:1.Location Plan;2.Site layout / external works;3.Floor plan, cross sections, elevations (existing and proposed).•Design Review prior to preparing Planning Application Package (meeting No.3).•Prepare and include Design & Access Statement.•Prepare and include Historic Impact Assessment, as building is a Listed Building within a Conservation Area.•Prepare and submit formal detailed Planning, Listed Building and Conservation Area Applications to PCC Planning.•Liaison with Planning Officers as required to achieve Planning Consent.Stage Four:•Work up set of Construction Drawings for Building Regulations Application and prepare and submit to PCC Building Control.•Liaise with Fire Officer with means of escape, emergency lighting, signs, etc.•Prepare Tender pack to include:1.Mechanical and Engineering and furniture arrangements;2.Windows, doors, finishes schedules;3.Kitchen and sanitary layouts / schedules.Note:Fulfil the role of Principal Designer up to the point of which a Contractor is appointed under a Design & Build Contract, as defined by CDM Regulations.Stage Five:•Quantity Surveyor to prepare a schedule of works and coordinate information from the Structural Engineer and Mechanical and Engineering Consultants.•Quantity Surveyor to prepare Tender Documents and issue to six Contractors.Stage Six:•Tender Return – Quantity Surveyor to receive tenders and analyse tender costings, advise HTC on suitable tender and contractor.•Quantity Surveyor – prepare Contract Documents and award successful Contractor with the project. Ensure HTC and Contractor sign both sets of Contract Documents.•Architect / Quantity Surveyor – Project Manage the work on site during the course of the Contract – Construction period.•Hold monthly meetings with HTC / Contractor on site.•Quantity Surveyor to issue interim valuations on a monthly basis.•Carry out Contract Administrative work throughout the Construction period to Contract completion and handover. Issue Completion Certificate.•Carry out snagging process six-months after completion and issue End of Defects Period Certificate, once all snags are complete.•Provide Completion Certificates for Mechanical and Engineering and lift installation.Other items to consider and checked if required:•Party wall issues with Construction work tight against neighbours’ property.•Whether a bat survey is required for the Planning Application.•Whether a sprinkler system is required (Mechanical Engineer to check with Building Control).•Timescale – Architect to provide a scheduled plan of the various stages and approximate dates when each phase can be achieved to all HTC to plan ahead.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=124688.
