Architect for Redruth Former Library

Descriptions

The Former Redruth Library at 2-4 Clinton Road, Redruth TR15 2QE was acquired by us, a local arts organisation, this year from Cornwall Council. Our organisation 'Redruth Former Library CIC' (Client) was formed in 2021 to purchase and transform the neglected Grade II listed Passmore Edwards Library and College buildings into a hub for community, education and culture called: "The Ladder". Opened in 1895, the building has always represented Passmore Edwards' commitment to creating spaces for social mobility; and we take its name from a quote from Edwards: "If I can fund the Ladder; the people will climb". We carry that mission forward into the 21st Century. In the year of the 200th anniversary of Passmore's birth, we want to build on his legacy to provide spaces which allow development and growth for the people of Redruth. The Buildings The former library is located at the end of Clinton Road, Redruth and forms a corner with Treruffe Hill. It comprises two listed buildings, the Library with the striking corner tower and the College. In between these two historic buildings is a modern link. The site was used up until March 2020 whereupon the Library relocated. Overall the two main buildings are sound but in need of internal and external refurbishment. There followed during 2020 the preparation of a Condition Report which described the failing fabric and finishes. Following a period with no occupancy we took on the building in 2021 with the aim of phased regeneration as the availability of funding permitted. THE LADDER - FORMER REDRUTH LIBRARY TENDER BRIEF FOR AN ARCHITECT Through consultation with the community we have started to build a community of arts, education and community organisations at The Ladder and have created a courtyard garden, café, rehearsal and performance spaces for the use and enjoyment of all. We now look forward to further refurbishment as follows:- Phase 2 - Internal refurbishment of the Library Phase 3 - Refurbishment of slate roof Phase 4 - Rebuilding a new link This Tender Opportunity Funding is now proposed through a joint Shared Prosperity and National Lottery Heritage Fund (NLHF) venture which will include Phases 2 and 3 combined. At this stage Phase 4 only has funding for a Feasibility Study. The Shared Prosperity bid has been concluded and the NLHF application will soon be submitted for a single stage grant. The funding opportunities have shaped this tender opportunity as we endeavour to build a professional team for the Delivery of Phases 2/3 and Feasibility of Phase 4. Due to the urgency of the programme to comply with availability of external funding this is an Accelerated Open Procedure with a tender period of 15 days.
