Arrangement for Maintenance to the Authorites Plant Machinery at the CA/HWR sites

Caerphilly County Borough Council is seeking a skilled supplier to provide preventative maintenance to plant machinery based at its Civic Amenity / Household Waste Recycling Sites (CA/HWR) and Waste Transfer Station (WTS).The successful supplier will be expected to hold relevant accredited qualification certificate (applicable to the field of work).Caerphilly County Borough Council requires a professional service that will ensure efficient repair to all the machine types and manufacturers identified within Appendix H & I. The successful supplier will be required to have the ability to source and install all parts as standard and have a fully equipped workshop with trained mechanics and experienced staff.All repairs are to be carried out using genuine OEM (Original Equipment Manufacturer) spare parts and in accordance with the manufacturer’s guidelines. By adhering to these specific requirements, the Council can be assured that any warranty rights are therefore maintained and that the replacement parts have been manufactured to the exact standards as those fitted to the machinery, and that the full service is carried out as per the OEM (Original Equipment Manufacturer)’s recommendations to ensure a professional service – not just reasonable skill and care.If any OEM (Original Equipment Manufacturer) spare parts are required during a repair then the Authority requires the supplier to source value for money options within the market place. The Authority will request such evidence on an ad hoc basis. The Authority will accept some service exchange/reconditioned/repaired replacement parts as long as the parts meet the OEM (Original Equipment Manufacturer’s) specification.If any failure parts that are replaced during the course of the servicing and repair can be sent back to the OEM for re engineering then the Authority would look for a minimum income value share of which 80% of the income would go to the Authority and 20% would go to the successful supplier for administering this process.For any machinery requiring replacement parts a third party supplier invoice will be required highlighting the OEM spare part. Any non-stocked parts that are required are to be sourced by the tenderer and are to be provided within 24-48 hours. Any OEM parts fitted by your mechanics are to come with a 12-month warranty.If it is found that the Authority are not achieving best value for money on OEM (Original Equipment Manufacturer) spare parts that are fitted by the supplier at the time of repair then the Authority will consider this a breach of the agreement.The Authority expects the successful supplier to operate a 7 day-week service and that repairs carried out by the successful suppliers will be expected within the following timescales:·Plant repairs – 24 Hours-·Emergency Plant Repairs – 2-4 HoursDue to the restrictions placed on the Authority’s licences within these CA/WTS Sites it will be required that some repairs must be undertaken within short notice of the supplier being informed, this being to ensure that the Authority complies with these licence obligations and avoids any penalties. Such repairs shall be responded to within 2 – 4 or 24 hours of notice as instructed, thus suppliers will have to be able to accommodate these notice periods and must be prepared to respond within such time as notified by the client to carry out repairs. The Authority therefore requires suppliers to comply with this as a Mandatory requirement, no offers by suppliers will be accepted unless they can accommodate this specification stipulation.The Authority requires the successful supplier to carry out two-maintenance inspections per year for the duration of the contract. These services will be approximately 6 months apart, and the Authority will arrange the dates for when the services are to take place.The Authority would expect for the machinery to undergo a Pressure/Steam wash as part of the scheduled twice-yearly maintenance arrangement.The Authority would expect the successful supplier to bring with them all relevant tools and oils in order to carry out on site repairs and scheduled maintenance.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at http://www.sell2wales.gov.uk/Search/Search_Switch.aspx?ID=7724.
