Assessment of student housing demand and supply for Cambridge City Council and Oxford City Council

Cambridge City Council and Oxford City Council are commissioning a study to investigate issues relating to the provision of student accommodation in both cities. The successful contractor will provide reports and associated spreadsheet data which will review and provide additional evidence in relation to the demand for different types of student accommodation from the higher and further education institutions in Cambridge and Oxford and the current supply of different forms of accommodation to meet that demand. This is a self-contained project that needs to be delivered in a relatively quick timeframe in order to input into the Local Plan examination for Cambridge and the development of the new Local Plan for Oxford. The Councils thus require final reports (a separate final report for each Council) to be completed by December 2016. The scope of work to be done for each Council is not entirely the same (although there are some common areas) but the work can be done concurrently. Cambridge City Council is the lead procurement authority for this project and any contract awarded as a result of this procurement exercise will be awarded by Cambridge City Council on behalf of both Councils.
