Aviation Support to BATUK including MEDEVAC, Range Clearance and General Aviation Support Activities

Descriptions

Air transport services. British Army Training Unit Kenya (BATUK) is responsible for providing training for the British Army and other forces to prepare units and battle groups for operations. BATUK is based out of Nanyuki, to the north of Nairobi, however training takes place in geographically dislocated areas, normally within 200km of the town, and occasionally beyond. An urgent requirement has been identified for the provision of aviation support to BATUK in the form of Medical Evacuation (MEDEVAC) and Range Clearance services and General Aviation Support Activities. BATUK requires a capability to MEDEVAC injured or ill service personnel, their dependants, employees of BATUK and other entitled personnel from point of injury to the nearest landing site an appropriate medical treatment facility, which is generally in Nairobi. This service is required to be available 24/7 on a 365 day basis, i.e. the service provider must be able to operate by day and by night in low light conditions. BATUK require a capability to ensure that the training and range areas are clear of humans, livestock and wildlife prior to military exercises taking place . This will involve carrying UK MOD personnel as part of the crew and may involve landing in the training areas as part of the role. This activity has to take place concurrently with the MEDEVAC requirement. BATUK require a capability to undertake General Aviation Support Activities which includes limited troop movements (including VIP movements), liaison and communication flying in support of Exercises and visits to BATUK. This support would be of secondary importance to the MEDEVAC and Range Clearance roles. This PIN is issued to offer interested parties the opportunity to discuss this potential requirement, gauge industry appetite and to give industry prior notice that the MOD's intention is to undertake a competitive tender exercise in the near future, with a view to appointing one or more suppliers to provide part or all of the required services, for a period of at least 24 months. The Authority would like to invite all interested parties to an Industry Engagement Day to be held in Kenya on Wednesday 17th February 2016. This will be an opportunity for us to discuss our potential requirements with you in more detail, seeking your input as to feasibility and achievability. For further information and to confirm a place at the Industry Engagement Day please email the Commercial Officer leading with this potential procurement ARTD-PD2b1@mod.uk no later than midday on Friday 12th February 2016. If you are unable to attend the event but would like to receive a summary of the discussions, please also make this request by email. The Authority will not reimburse any costs incurred by any parties who respond to this PIN or who attend the Industry Engagement Day.
