The procurement was outwith competition and the grounds for justification of awarding this contract without seeking offers through a formal procurement competition is technical reasons. Sole supplier justification made under chapter 2, section 3 and procedure 33 of The Public Contracts (Scotland) Regulations 2015 - services can be supplied only by a particular economic operator - competition is absent for technical reasons.
