The Scottish Government would like to appoint a supplier from the Framework for the Provision of Support and Analysis for Energy, Water and Environment Related Sectors to carry out research into electricity network constraints, resilience and cost issues for domestic new build developments. The Scottish Government made a commitment within the 2019-20 Programme for Government (PfG) to ensure that all new homes consented from 2024 use renewable or low carbon heat. Similarly, the PfG also laid out an ambition to phase in a similar requirement for new non-domestic buildings from 2024. Electric heating technologies – supplying space and water heating – will be a key option for meeting the 2024 commitment and the 2045 net zero target. These technologies can have major impacts on distribution network connection costs paid by developers. Their inclusion in new buildings has the potential to significantly change the connection arrangements that developers need to put in place with Distribution Network Operators (DNOs) and Independent Distribution Network Operators (iDNOs). The contractor is required to carry out research with developers, DNOs, iDNOs and other key stakeholders to collate and analyse all available information on the network constraints issues associated with the electrification of heat for new build developments.
