Award of Evaluation Plan Mentoring & Evaluation Report for “Engaging Collections" Project

We wish to appoint a suitably experienced evaluation consultant / individual or organisation to undertake a high level evaluation of the project utilising the outputs and outcomes already collected and to mentor the Project Manager to develop an Evaluation & Monitoring Plan for the ‘Engaging Collections: Widening Access to Gwynedd’s Heritage Project’, and to produce an Evaluation Report. The Report needs to outline the methodology; summarise the evaluation findings; provide examples and feedback from project participants against key evaluation criteria and highlight strengths and issues for the successful running of similar Museum and Gallery refurbishment and engagement projects.The Evaluation & Monitoring Plan should conform to HLF’s Evaluation: A Good Practice Guidance, 2012 but should also take into account the Proove It toolkit, produced by the New Economics Foundation, 2007 as well as Generic Social Outcomes and Generic Learning Outcomes. The Plan will also need to include other project measurements and outcomes requested by other funders too eg. Môn Menai (Welsh Government), Culture and Poverty Pioneer Areas.The Evaluation & Monitoring Plan should identify and quantify:•the extent to which the formally agreed output targets outlined by the Heritage Lottery Fund, Môn Menai and other funders have been realised•socio-economic effect on the local communities by identifying and interviewing relevant parties•impact and benefit of activities on participants, as outlined in our Activity Plan•impact on tourism and tourists’ perceptions•the extent to which the cross-cutting themes have been fulfilled•the identification of any elements of best practice that can be used as case studies•lessons from which staff can learn and adapt in future projectsThe Evaluation and Monitoring Plan should allow the project team to:•Identify appropriate means of measuring the impact of activities in the future•Develop templates to capture activites and feedback from various stakeholders•Suggest any other relevant data sets and indicators to capture outcomes. Especially indicators that can demonstrate impact on education, healch and wealthfare of individuals.We expect the successful applicant to be able to assist Project staff to develop templates for capturing feedback, where they are not already in place. Templates should be age and activity appropriate.We expect the successful applicant to assist in developing questionnaire surveys for face to face and telephone interviews and focus groups.We expect the successful applicant to have experience of developing innovative ways of both capturing feedback of visitors and activity particpants and sharing the results in imaginative ways with a wide range of stakeholders. In this instance, stakeholders refers to individuals and groups within the local community, as well as interested organisations such as funding bodies, politicians, media etc.
