Introduction1. The purpose of this procurement is to appoint a contractor to design, build and provide hosting for a website for a new independent public body called ‘Environmental Standards Scotland’ (ESS).2. ESS will be responsible for making sure that public bodies in Scotland correctly apply environmental law, and that environmental law in Scotland is effective in protecting nature. It will need to promote and communicate its remit to its stakeholders i.e. the general public, public and non-governmental organisations, and other interested groups. In addition, it will also need a mechanism for these stakeholders to feed-in information to ESS on any concerns they may have about the effectiveness of public organisations in complying with environmental law.3. Although ESS will become active on the 1st January 2021 it will not become fully established as a legal entity until later on in 2021. As such, for its immediate requirements, the new website will be relatively basic in structure and content. This will be followed later on in 2021 with a comprehensive review of the organisation’s longer-term website requirements. Accordingly, the initial website to be built will either be re-developed or superseded.Responsibilities4. A project team within Scottish Government’s Environment & Forestry Directorate are responsible for the arrangements to get ESS established including the website. They will provide the following:-Organisation name-Domain name registration-All website content-Information on stakeholders and their expectations-Any branding-Google analytics tracking code5. The Contractor will provide the following:-A user-friendly and accessible website which includes a contact form-A web accessible Open Source Content Management System (CMS)-A website accessible through different digital platforms e.g. laptops, smart phones-Provide training on the Content Management System-Website content related to site build e.g. privacy, cookies etc.-Method of user data collection-Website user testing environment-Site management information-Hosting arrangements-On-going support and maintenance-Search engine optimisation-Pen Testing-Load Testing-File/Database Backup and Recovery-Helpdesk provision and Incident Management
