9916b - design services for the preparation of feasibility, design and costings for the installation of a new renewable ground source heat pump (utilising heat recovered from river water) at Barnards Yard, Norwich

There is need for installation of a new ground source heat pump required to replace the existing gas powered temporary plant room to serve the connected dwellings at Barnard's Yard, Norwich. Works will also include the replacement of the internal space heating/hot water systems in the dwellings and the civil engineering works associated with the installation of the new renewable heating system. Research into ground source heat pump frameworks identified a route available to the council via a specialist Fusion 21 framework as being able to provide a suitable supplier to carry out the works. Investigations took place and it has been determined a ground source heat pump system utilising water from the adjacent River Wensum as opposed to boreholes is most viable option. Subsequently supplier has been working with their specialists and the Environment Agency (EA) on a feasibility study to develop the scheme. A second stage of the tender requirements, subject to a satisfactory evaluation programme, will take place after the design has been fully evaluated the design and costings will be re-submitted under the same Fusion 21 framework under a new contract (9916c). The supplier carrying out the works for the current design and feasibility stage of the project (9916b) is not guaranteed the work for the final stage and a separate award notice will be published.
