Powys County Council is seeking expressions of interest from organisations who are suitably qualified and experienced in the provision of bailiff services to assist them with the collection of debt in respect of Council Tax, Non Domestic Rates, Housing Benefit Overpayments and Sundry Debtors. The service will be for bailiff services and limited debt collection within the geographical location of Powys, there will be a requirement for some debt collection services out of county. The Council intends to award a contract with a single contractor for three years with the option to extend for a further year. Contractors will be required to be fully registered members of the Enforcement Services Association and/or the Association of Civil Enforcement Agencies or an equivalent organisation. All persons employed as Bailiffs for the delivery of services under this contract will be required to hold a valid County Court Certificate.This is a voluntary OJEU contract notice. The Council will use a fair, transparent and proportionate procedure with timescales and processes chosen by the Council. For the avoidance of doubt the Council will not be bound by any statutory time limits as this is a contract opportunity which for the purposes of the Public Contracts regulations is a Part B service and therefore not subject to the full extent of the Public Contract Regulations 2006 and is not required to be tendered under the Public Contracts Regulations 2006.
