The Authority requires experienced contractors to tender for the construction of a multiplex Cinema on Colliers Walk, Bargoed, Caerphilly.Bargoed is a town located within Caerphilly County Borough in South Wales. The town is currently undergoing a transformation through the implementation of an ambitious regeneration programme designed to re-establish the town as a sustainable 21st Century town centre.The Bargoed Town Centre Regeneration Programme represents an ambitious, exciting and unique development opportunity within the South Wales region. The Regeneration Programme itself covers a range of elements including the creation of excellent transport links connecting the town with the wider region, a comprehensive public realm enhancement programme and an innovative and ambitious commercial development centred on the Bargoed Retail Plateau.The Bargoed Retail Plateau is an area of reclaimed land innovatively constructed to integrate into the existing town centre. The plateau has provided a purpose-built area for key commercial developments designed to re-vitalise Bargoed Town Centre and support the regeneration of the wider Upper Rhymney Valley area.Phase I of the Retail Plateau Development represents the delivery of a Morrisons anchor food store and associated retailing integrated into the existing town centre at the northern end of the plateau. Construction of Phase I has now commenced.Phase II of the Retail Plateau Development represents the delivery of a Multiplex Cinema. The Cinema willbe able to take advantage of an investment of over GBP 74 m in the town, improving the infrastructure and accessibility of Bargoed within the south-east Wales region. This increased access will be complemented withthe new GBP 22 m investment in the Morrisons superstore adjacent to the Cinema site, providing direct footfall to the Cinema.Caerphilly County Borough Council has agreed Heads of Terms with Odeon Cinema Operator and secured a budget of circa GBP 6,000,000.000 Million to deliver a state-of-the -art Multiplex Cinema at Bargoed.Set on a 0.27ha site, the Multiplex Cinema will house 5 screens providing seating for 857 users. It will also house a Costa Coffee and Ben & Jerry's Ice Cream offer.The Multiplex Cinema will be designed and built to the highest standards of quality and environmentalperformance. EWA Architects will oversee the construction of the Multiplex Cinema alongside Caerphilly County Borough Council's Building Consultancy Division.It is anticipated that the construction period will commence in November 2013 following the completion of the Morrisons superstore. It is also anticipated that the cinema will be built and fully operational by November 2014.The Authority will require the successful contractor to delivery on the following BREEAM requirements with the building achieving a 'very good' overall and 'excellent’ for the energy component.The Authority is planning to hold a 'Supplier Awareness Session' during the end of February / beginning of March 2013 to engage relevant contractors for this contract opportunity. The Authority will use the session to outline the project requirements and procurement process including support available to suppliers. An exact date, time and location of the supplier awareness session is to be determined.It should be noted that responding to this notice does not place any supplier in an advantageous position, and no advantage is to be gained by taking part.Please note that it may not be possible to accommodate all expressions to attend the Supplier Awareness Session due to capacity restrictions therefore the Authority will be limiting the invitation to only 2 representatives per organisation. Interested contractors are requested to express their interest to attend the session via the contact point information set out in Section I. Further details regarding this event will then be circulated in due course to those contractors registered.An Official Journal of the European Union (OJEU) restricted procurement process will be undertaken in accordance with EU Procurement Directives and the Authority's Standing Orders for Contracts.Please refer to the pre-qualification questionnaire (PQQ) for further details.
