The Built Environment Sustainability Training Programme (the BEST Programme) is a collaborative programme led by Cardiff University in partnership with the Building Futures Group (formally Asset Skills), CITB, Constructing Excellence in Wales, the Energy Saving Trust, Proskills and SummitSkills. The BEST Programme will:Producing a long-term for tailored, relevant, sustainability-focused training for the existing built environment workforce of Walessupport the development and piloting of an innovative blend of traditional and blended learning courses leading to transferable qualifications and skills which will future-proof the built environment whilst enhancing Wales’ reputation as the front-runner of.The BEST Programme is seeking a delivery partner (or consortia of partners) to develop and deliver a new level 4 training programme in Air tightness and Active Moisture Management using Intelligent Vapour Checks, aimed at the built environment professionals in Wales. The need for this course arises from research conducted in Wales which has identified shortages in the provision of air tightness, external wall insulation and general awareness training for construction workers in Wales. This research includes direct research in 2013 with employer groups confirming a need for improved understanding and awareness of air tightness amongst site managers and designers and a growing awareness amongst building control officers of the energy performance gap between the designed energy performance and in –use performance indicating a need to understand the importance of detailing in areas such as air tightness and moisture control. The need to increase the provision currently available on air tightness and external wall insulation has been identified as key priority for action.The successful Delivery Partner(s) will:design a training programme (including learning outcomes) which respond to specific training needs identified through the BEST Programmework with the BEST Programme on the development of units which can be accredited to the Credit and Qualifications Framework for Wales (CQFW)produce learning and assessment materials which meet the agreed learning outcomesmarket the course and recruit eligible participants, managing the registration and certification of participants including registration with any external awarding organisations (where appropriate)deliver the course to a minimum of 60[1] and maximum 120[2] built environment professionals across Wales.monitor progress against agreed targets and provide reports to the BEST Programme Management Office in line with an agreed reporting schedulecollate and submit financial claims with supporting evidence to the BEST Programme Management Office on a quarterly basisproactively participate in good practice workshops and knowledge transfer eventsattend and participate in conferences and events to promote courses to participants and employerssupport internal and external evaluation activitiesThe BEST Programme will provide up to a maximum of 50% of the costs associated with the development and delivery of the courses outlined in the Tender Specification.
