BHCC - Selective Licensing Feasibility Study

BHCC wants to understand their PRS landscape, to ascertain the feasibility of delivering a Selective Licensing scheme under the Housing Act 2004 and to understand the best options for robust designations that would withstand scrutiny both from possible landlord challenge and DLUHC. The feasibility study will allow BHCC to identify if a selective licensing scheme could be justified, and if so, an optimum approach and robust designations for Selective Licensing. This will determine if BHCC should propose and consult on the PRS designation(s). As a result of the feasibility study, if the proportion of Selective Licensing in the scheme is more than 20 per cent of the geographical area or the available private rented stock, a formal application will need to be made to DLUHC. If so, then a robust evidence base is needed to support a public consultation and the formal submission based on the following conditions: ·An area of low housing demand ·Significant and persistent problem of antisocial behaviour ·Significant number of privately rented properties in poor condition ·An influx of migration, this refers to movement within the country or from overseas ·High levels of deprivation ·High level of crime
