Bikeability - Provision of Cycle Training Services.

To support the further delivery of the Merseyside Local Transport Plan (LTP 3) and cycling targets, particularly building on successes gained to date to meet LTP goals set. In particular to increase cycling trips whereby more children and adults cycle to school, work; to access services and for leisure purposes.— Improve cycle skills and road sense,— Increase confidence to cycle,— Create a positive perception of cycling,— Encourage, enable and facilitate more people to cycle more often, more safely,— To support the TravelWise behaviour change programme and engender a cycling culture and cycling as a preferred travel option.The 3rd Local Transport Plan sees cycling as integral to contributing to the transport, health and low carbon agendas, therefore delivery mechanisms that help meet partnership goals from the transport, health and environment sectors are welcome. The partners want to see a continuation of Bikeability training to year 5 and 6 pupils and may also include a range of cycling interventions, dependant on funding available. Examples of previous interventions include:— Provision of equipment and bikes to help facilitate activities for all— Level 2/3 cycle training with secondary school children,— Bikeability for SEN children with equipment— Adult cycle training delivered one-2-one and in small groups,— Bike maintenance skills training for adults and children,— Dr Bike/bike fix it sessions,— Led bike rides, with management including route production, risk assessments and leading,— Training people to become ride leaders,— Tailored cycle packages of support and advice to overcome barriers to participating in cycling (for organisations, schools, communities and individuals),— Projects targeting particular groups or areas with a combination of the above, for instance young people, areas of deprivation or low accessibility, health and physical activity projects,— Free bikes, equipment, training and advice packages,— Working with business and groups to undertake cycle audits and provide advice on best practice for cycling infrastructure.The Contracting Authority, and its partners through Merseyside Transport Partnership, provide the services through various funding streams (most notably through Department of Transport, LSTF). The Contracting Authority applies for funding each financial year and whether this funding is approved will affect the contract value and services provided. Please note the amounts available under funding are subject to review.Duration of the Framework Agreement – 36 months with the option to extend for up to a further 24 months.
