Biosecurity App workstream within the Arwain DGC2 programme

Descriptions

Arwain DGC is focussed on developing shared visions of reducing the use of antibiotics through diverse approaches and practices including the use of new and innovative technology. It also aims to develop a collaborative approach to address AMR (antimicrobial resistance) in animals and the environment. The current Arwain DGC programme builds on the previous Arwain DGC programme which ended on 31st August 2023.As a result of the success of the Arwain DGC programme, Welsh Government have confirmed initial funding up to 31st March 2024, with the programme’s current schedule of activities continuing until 31st of March 2025..Iechyd Da (gwledig) Ltd. is a project partner in the Arwain DGC Welsh Government funded. Iechyd Da is made up of 35 veterinary practices operating across the area of South Wales together with Welsh Lamb and Beef Producers Ltd (WLBP) the area. Its key aim is to promote and deliver veterinary related animal health and welfare services including our core purpose of provision of TB testing services to government in England and Wales.SpecificationA tender is invited to provide a practical digital system to support the use of a handheld tool to enable veterinary surgeons to carry out objective biosecurity assessments and offer tailored infection control advice to cattle and sheep farmers. Specifically, this relates to likelihood of hazards contributing to infectious disease spread by the movement of animals on and off farms, especially as they pertain to AMR (antimicrobial resistance). The core biosecurity assessment will be general in nature with a separate survey for cattle and sheep. There is a requirement for a “bolt on” survey related to one specific infectious disease in cattle and one in sheep which could lead to additional antibiotic use and therefore the potential for AMR.By utilising novel digital technology Iechyd Da would require the provision of software for hand held devices capable of capturing the risk hazards and interventions in the form of a bespoke mobile App to be integrated with a dashboard and management portal on desktop PC. Reports will be needed to be generated in several different formats such as individual on farm veterinary recommendations reports, benchmarking with similar sized farms, geographical report and a national overview report. The tender requires the development of API (Application Programming Interfaces) to allow data to flow seamlessly from data collection sources (App) to reporting tools and to the secure database that acts as a repository. The tender should include technical support and any licence fees required.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=135790.The buyer has indicated that it will accept electronic responses to this notice via the Postbox facility.
