The appointment of Tremain Powell Partnership Ltd (TPP) as the Employers Agent and Clerk ofr Works Romney House development, where BCC have entered into a development agreementr acquiring 147 affordable homes from Goram Homes . TPP were employed pre-contract andr have existing knowledge of the site. There is an urgent need to appoint an Employers Agent &r Clerk of Works to administer the development agreement and maintain the programme whichr has been drawn up in order to obtain Homes England grant funding and to uphold the mainr development programme of housing delivery on this site. Market testing has been undertakenr with the strategic partner indicating a significant cost saving by directly appointing TPP. Ther appointment is time sensitive, and there is a risk that if the contract is not awarded, ther Council could miss the deadlines required to obtain Homes England funding. Given these timer constraints, and TPPs existing knowledge of the scheme, direct appointment is recommended.
