The aim of this commission is to understand the feasibility of providing a commercially operated car club in Luton. The council requires consultancy services to help appraise the opportunity of a car club and make recommendations for the council to consider. The key outputs of this study include: •Analysis of the council's policy, strategy and emerging developments in the context of delivering a town wide car club •Analysis of different business/operational models, including concession and traditional agreements with analysis and their likelihood of success in Luton •Analysis of local context and sociodemographic data to determine likely demand and scale of operation •Analysis of concession agreement •A review of different car club approaches (e.g. commercial or community led) and how they link with the strategic context The council requires following list of deliverables:
