The community and many local young people have teamed up with the Town and District Council to raise funds towards a new concrete skatepark, to replace an existing skatepark, that will be designed by the local young people in consultation with the successful Applicant of this Tender. The project will revive and empower a local community that has high levels of anti-social behaviour, low income families, poor health and wellbeing and low motivation to improve their health and physical activity levels for improved quality of life. The outcome of this Tender will be to identify and select one (1) Contractor to take the Project forward from consultation to a final design and a completed and installed concrete skatepark, replacing/removing what already exists, to suit the needs of the local young people whilst taking into account a range of ages, abilities and wheels, e.g. scooters, skateboards and BMX. This Tender aims to select a Contractor based upon examples of previous work, financial viability, Health and Safety procedures, skills, experience of working with local authorities and community groups, and expertise to delivering a fully funded project from start to finish within budget. The Applicant is required to provide value for money, use local suppliers where possible, deliver added value, cause minimum disturbance to the community whilst delivering a durable, well designed concrete skatepark that suits the needs of the local young people and adheres to the Authority’s requirements within the Contract. The Applicant must include a breakdown of costs for the Project proposal, including; •consultation and design •dismantle and clearance of the old skatepark equipment that exists •project management and co-ordination costs •labour costs (per day and per hour) •post Installation inspections •building supplies, services and construction •any other considerations. The Contractor will be required to run a consultation event with young people on Saturday 29 October 12:00 (noon) – 14:00 at Buckland and Milber Community Centre to finalise the design of the new skatepark. This date must be accounted for within the Applicants’ proposals around the ongoing programme of works. The Works must be completed by 31 May 2017 with minimum disturbance to the park and its users. The Contractor must meet the requirements of the Contract, take account of any planning conditions and demands that the Authority includes within the project management process. The Contractor must consult with the Authority throughout duration of the Project. The Contractor must not exceed the maximum budget cost of one hundred and fifteen thousand pounds excluding Value Added Tax (£115,000 exc. VAT). The contract shall be awarded subject to funding.
