This project aims to develop the understanding of how and where the different powers, e.g. legal, financial, ownership, that local authorities have available to them can be used to stimulate the market to deliver against respective climate emergency ambitions. This piece of work is likely to include a review of existing procurement strategies (in the West and North Yorkshire (including York) project area) and how these can be refreshed to include the climate change agenda, and the development of evaluation methodologies that build carbon reduction into procurement processes.
