This ITT is seeking an experienced team of consultants to support the founding Directors of Building Communities Trust (BCT) and lead the 2nd stage process of securing a significant endowment fund from the Big Lottery Fund Wales. The full tender document can be downloaded at the bottom of this announcement.The Building Communities Trust Fund is a recently established Company Limited by Guarantee (CLG), which intends to make an application for full endowment funding from the Big Lottery. The Board of BCT is currently made up of a Chairman and three Trustees.The Building Communities Trust will be submitting a second stage application to the Big Lottery fund for up to £15 million endowment funding to establish the Trust. The awarding of endowment funding will be subject to the CLG submitting an acceptable application for funding to The Big Lottery Fund Wales.The aim of Building Communities Trust is to alleviate poverty in disadvantaged areas by supporting people and communities to:•develop their own solutions•improve their wellbeing•raise their aspirations•build social capital•increase their resilience to challenging circumstances.The development grant will cover the costs of producing the business plan, a manual of regulations and the full application for the endowment grant and all activity necessary for successful completion of these tasks. See Guide to applying for a grant to endow a Trust (Big Lottery Fund, 2014) for more information about the required content of each of these items.The appointed contractors will be required to carry out the following tasks and to facilitate decisions by Directors:•Assist Directors to develop the objectives and outcomes of the programmeoCarry out a range of stakeholder engagement eventsoUndertake a literature reviewoCollect and collate data around the needs to be addressedoFacilitate discussions and decisions with Directors•Identify the key characteristics of programme delivery mechanismsoReview of funding modelsoReview of mechanisms of funding distributionoDevelopment of detailed plans for the aboveoDevelopment of plans for support activities•Identify programme monitoring, evaluation and learning methodologies:oDefining funders’ requirementsoDeveloping and monitoring an evaluation planoCreating a draft evaluation briefoDeveloping plans for sector-wide dissemination• Undertake extensive organisational development activities for the new organisation:oFacilitate thinking and decisions around outline brand, company name and programme nameoDevelopment of an outline communications strategyoReview of options for programme delivery (e.g. own staff, partners, etc)oDevelopment of staffing, job descriptions, person specifications, etc.oDevelopment of outline financial management processesoReview of office resource needs , administrative, grant and management information system and IT needs, and options for deliveryoIdentify and develop full policy and procedure manualoDevelopment of external audit proceduresoEstablish governance procedures, including how recruitment of additional Directors might be managedoSet up a risk registeroNegotiate with Big Lottery Fund on the finalisation of the Trust DeedoReview options of other governance structuresoSet up any required insurances and memberships on behalf of Directors•Develop funding and fund management procedures and assumptionsoAssist in the recruitment of a specialist advisor to train Directors and assist in the selection of a fund manageroWork with fund manager on outline fund planning to assist in overall budgetingoReview thinking about additional fund-raising•Oversee communications during the development phaseoEstablish regular communication with the Big Lottery Fund during the development phaseoCarry out 2 sector wide events during the development phase to disseminate information about progressoReport regularly to Directors and attend all Directors’ meetings (around 10)•Other itemsoComplete the final endowment application formoWrite the full manual of regulations and develop a costed business plan based on the above workoCarry out all administrative tasks during the development phase including•Providing facilities, arranging meetings (venues appointments etc), provide secretariat duties, including taking minutes, notifying, arranging and preparing any submission relating to BCT compliance with Companies House regulations, Trust Deed etc during the period of the contract•Carry out any other tasks directly related to preparing the development funding application, at the discretion of the Trustee Directors of the CLG.For some items it is expected that specialist advisors/consultants may be needed and these must be included in the total cost of the contract.
